Referendum and Initiative Project - Speaker Series


Last fall, the KCBA Public Policy Committee formed the Referendum and Initiative Project (RIP) to examine the initiative and referendum system in Washington with the goal of opening up a dialogue on what, if anything, should or could be done to improve ballot measures in our state.

As part of its continuing examination and conversation, RIP is launching a new Speaker Series, featuring insiders, officials, academics, policy wonks and advocates sharing their experiences with ballot measures and ideas for reform.

RIP is excited to announce that the first installment of the Speaker Series, "On-the-Ground Perspectives," will be held on April 30 from noon to 1:30 p.m. at the KCBA offices. ACLU-Washington officials Alison Holcomb, drug policy director, and Jennifer Shaw, deputy director, will discuss what Washington's ballot initiative and referendum process looks like from the "on-the-ground" perspective of an organization running a ballot measure campaign.

Shaw became deputy director in 2008. Her work includes coordinating the state and local policy advocacy efforts of the legislative and field departments, as well as the ACLU-WA programs on drug policy, technology, and liberty and education. She recently worked on the successful statewide campaigns to legalize, tax and regulate marijuana and to defend the state's marriage equality law.

Holcomb was the primary author of, and campaign director for, Washington's marijuana legalization Initiative 502, passed by voters in 2012. Her work has also supported legislative improvements to Washington's medical marijuana law and the state's adoption of a 911 Good Samaritan overdose prevention law.
