Cannabis Sativa: New Law Puts IP License Agreements in Play

The Washington Legislature recently passed an omnibus marijuana bill, SB 5131, which became effective on July 23. The scope of the bill is broad with new provisions and amendments to the existing regulations. The highlights of SB 5131 include:

• Permitting licensed producers to sell “immature plants or clones and seeds” to cooperatives, qualifying patients and designated providers;

• Increasing the maximum number of retail licenses an individual can obtain from three to five;

• Authorizing the Washington State Liquor and Cannabis Board (WSLCB) to adopt rules establishing a new forfeiture procedure for licenses of retailers...
