Neighborhood Legal Clinics Program Manager

The King County Bar Association’s Neighborhood Legal Clinic Program provides accessible, volunteer-based legal, free consultations to King County residents at 40 locations throughout the County.


Specific Responsibilities:

General Duties: Manage the Neighborhood Legal Clinics program including volunteer placement, training, recognition and retention; clinic and facilities coordination; community engagement; and measuring client and volunteer satisfaction and outcomes.

Reports to: Associate Executive Director

Primary Duties
Supervision
Supervise the day to day operations of the NLC staff including the Volunteer Program Assistant, the Intake and Referral Assistant, and AmeriCorps VISTA personnel assigned to the program.  

  • Develop and revise job descriptions and duties as needed
  • Coordinate training of new staff
  • Identify professional development opportunities and needs for NLC staff
  • Provide ongoing coaching and feedback 
  • Conduct NLC staff evaluations
  • Monitor NLC staff workloads; schedules and attendance (i.e.: sick leave; vacation)   
  • Work with NLC team to develop short and long term NLC program goals
  • Meet regularly with NLC staff, communicating changes in personnel policies and procedures, discussing changes to NLC practices; identify individual clinic, client and volunteer  issues to be addressed and projects to be completed 
  • Review and oversee data input in Legal Server data management system;
  • Prepare reports, data, articles, and communications both for internal and community distribution;
  • Assist and participate in the development of volunteer training materials and trainings. 

Volunteer and Client Management

  • Determine types and numbers of volunteers needed for NLC.  Recruit and screen NLC applicants, provide orientation materials and training, track volunteer training, manage volunteer placement and changes in clinic placement, and maintain and update volunteer records.
  • Develop, administer and track volunteer satisfaction surveys, including establishing and maintaining consistent feedback loops.
  • Coordinate Training and Continuing Legal Education Programs for volunteers, including scheduling, arranging venues and speakers, gathering and producing training materials, applying for and reporting CLE credits for attorneys, making presentations at trainings, maintaining CLE listings on website and ensuring that video CLEs are regularly updated
  • Recognize and thank volunteers individually and in various other ways such as writing articles, and collaborating on large scale recognition events
  • Work with membership department to identify and encourage attorney volunteers who are non-members of KCBA to join KCBA
  • Oversee and staff the NLC committee and sub-committees
  • Identify methods to assess and implement quality control measures for services provided in the clinics
  • Provide back-up support on the NLC scheduling line
  • Create and conduct client surveys to measure outcomes, satisfaction and identify areas in need of quality control improvement, including establishing and maintaining consistent feedback loops.
  • Mediates and resolves client and volunteer concerns/complaints.

Community Engagement

  • Coordinate with partner clinics, other legal service providers, and client service agencies to identify trends in Pro Bono needs and practices  
  • Attend relevant community events (i.e.: pro bono job fairs, intern/extern fairs) 
  • Conduct outreach with the legal and social service community to identify potential partnerships and volunteer pools for NLC
  • Manage general oversight of current, new and developing partner clinic contracts, including annual site visits to each partner clinic; work with Pro Bono Director on creating, approving and reviewing MOUs and relevant agreements

Program Management

  • Participate in the PBS Committee, Leadership and Senior Management Team Meetings
  • Maintain Project records in appropriate databases
  • Create annual program plan and goals
  • Create and analyze quarterly reports to track trends and program needs

Qualifications:

Minimum qualifications include:

  • BA degree 
  • Experience working with volunteers, including recruitment and training 
  • Experience working with databases and data analysis
  • Strong problem solving skills
  • Effective communicator including a positive customer service attitude
  • Demonstrated listening skills with staff, volunteers and clients expressing frustrations/concerns
  • Ability to work independently as well as within a team
  • Ability to work varied hours as needed
  • Experience/Familiarity with the legal system preferred
  • Management experience preferred 
  • Training experience preferred

Schedule, Travel, & Salary:

This is an exempt full-time position requiring occasional local travel within King County.  Salary range is $45,000 - $ 55,000 yearly, DOE with excellent benefits.  Benefits include employer-paid healthcare, 401k plan with automatic employer contribution, subsidized transit pass, flexible spending account, professional development opportunities, paid vacation and sick leave and more.
