These principles concerning governance are easily applied in the legal setting. A good outcome is upheld through a strong set of relationships with partners, colleagues, clients and the judiciary. The principal players are those upon whom one depends to carry out a plan of action while making sure all are on the same page. Without the support of those who are using the information directly, the whole process can come to a halt.
The decision in 2006 to close some EPA regional libraries would be an example of a decision made at a national level that affected many who rely on that information. The closures have come to an end for the moment and there are plans to move forward in a positive manner; however, much of the scientific data are still hard to reach, even by those within the government. The budgetary decision seemed to come without the full consultation of all stakeholders in the process.
