    May 21, 2003 Board of Trustees Meeting

    President’s Report: President Caroline Davis reported as follows: Vote re Bylaw Amendment: The board unanimously approved the submission of an amendment to KCBA’s bylaws to change the voting procedures for the general membership to allow voting by proxy. Letter re Electronic Filing Court Rule: After an explanation of the issues and concerns about the electronic filing rule proposed by the Supreme Court’s Civil Rules Committee, the board voted that President Davis sign a proposed letter to the Committee, but that John Cary add a request that the committee consider the electronic filing court rule being adopted by the US District Court for the Western District of Washington and that it consider the benefits of uniformity among the courts. Annual Dinner Table Captains: Board members were urged to volunteer as table captains for the annual dinner of June 26.

    2003-2004 Budget: Gary Maehara presented the 2003-2004 budget. Camden Hall urged that the budget be amended to provide for a full audit rather than a review in order to protect staff and board members from future criticism. Mark Aoki-Fordham expressed concern about the lack of a line item for moving expenses. Alice Paine explained the lack of certainty in our possible moving expenses and lease costs following expiration of our present lease in January 2004.

    The board approved the proposed budget with the added requirement of quarterly reviews beginning in three months and that we move toward implementation of a three year rolling budget process.

    Response to BATF Report: President Davis reported on a presentation made by John Cary and herself to the BATF, which had opposed King County Executive Sims’ proposal to terminate district court, contracts to provide court services to municipalities. The board approved President Davis’ signing of a proposed letter to the BATF urging that the district courts continue to provide court services to municipalities.

    Section and Committee Reports: Board member liaisons to our sections and committees reported on the status of these groups. The majority of our sections and committees are performing well. Several problem areas were identified which will be addressed at the annual planning meeting scheduled for May 31, 2003.
