In March, on very short notice, the U.S. House of Representatives Judiciary Subcommittee on Courts held a hearing titled “Bringing Justice Closer to the People: Examining Ideas for Restructuring the 9th Circuit.” Immediately afterward, the American Bar Association’s Government Affairs staff reached out to learn what local bars in the 9th Circuit thought about the idea.
