With a changing society come changes in policies. As a court, we are recipients of those policies in the form of new laws, along with the anticipated and unanticipated consequences that often result. 

With the aid of excellent staff, the Court must estimate the need for new calendars and staffing when laws change and new causes of action are implemented. This is usually expected to occur without additional resources.
