The Statewide Kinship Care Legal Aid Coordinator is a newly created position contracted through the Office of Civil Legal Aid (OCLA) and based at the King County Bar Association (KCBA). Kinship care relates to situations where relatives, such as grandparents, are caring for children when their parents are unable to do so. The reasons for kinship care are varied and can include a parent’s substance use disorder, abuse, neglect, abandonment, illness or death, incarceration and others. Kinship caregivers encounter legal issues when attempting to provide for the needs of children in their care, including those related to housing, health care, education, financial benefits, and the child’s emotional and physical safety and well-being. The Kinship Care Legal Aid Coordinator will assist in improving access to legal help by developing legal aid initiatives in Washington State.

This position will work in consultation with the DSHS Kinship Care Oversight Committee, the WA State Access to Justice Board’s Pro Bono Council, WSBA Moderate Means Program, DSHS Aging and Long-term Support Administration, and the Office of Public Defense. 

Reports to: Senior Managing Staff Attorney, KCBA Family Law Pro Bono Programs

Primary Responsibilities
  • Identify and facilitate the development of local and regional legal aid initiatives in Washington State to assist kinship caregivers;
  • Develop, expand and deliver training materials designed to help pro bono and low bono attorneys provide legal advice and assistance to kinship caregivers on matters that relate to their ability to meet the physical, mental, social, education, and other needs of children and youth in their care;   
  • Further efforts to implement relevant recommendations from the Kinship Care Oversight Committee;
  • Produce a biennial report to DCYF, DSHS and other relevant committees/stakeholders, outlining activities undertaken and other information regarding the development and expansion of legal aid services to kinship caregivers in Washington State; 
  • Keep up with relevant legislative and regulatory changes.
Other Duties
  • Review and oversee data input in Legal Server data management system;
  • Prepare reports, data, articles, and communications both for internal and community distribution;
  • Collaborate with the KCBA Pro Bono Services programs including the family law pro bono programs;
  • Attend meetings and trainings throughout Washington State; 
  • Other duties as may be assigned.
Qualifications
  • Licensed to practice law in Washington State and in good standing with the Washington State Bar Association;
  • At least two years of experience in family law, including experience representing kinship caregivers in nonparental custody actions;
  •  Experience working with low-income individuals, and individuals from diverse ethnic, cultural, and socio-economic backgrounds;
  • Demonstrated attention to detail and ability to track and consistently meet deadlines;
  • Strong communication (written and oral) skills;
  • Demonstrated ability to work collaboratively with diverse groups of people;
  • Demonstrated ability to work with limited-English proficient clients;
  • Proficiency with technology including MS Word, case management systems, Excel, and Outlook
  • Experience with volunteer management and mentoring is preferred;
  • Must have valid driver’s license and reliable means of transportation; 
  • Commitment to providing civil legal services to low-income individuals.

Schedule, Travel, Salary & Benefits

This is an exempt full-time position requiring occasional local travel within King County and Washington State.  This position is funded by the Washington State Legislature from 7/1/19 – 6/30/21.  Employment beyond 6/30/21 is contingent on the funding being renewed.  

Salary range is $55,000 - $ 58,000 yearly, DOE with excellent benefits.  Benefits include employer-paid healthcare, 401k plan with automatic employer contribution, subsidized transit pass, flexible spending account, professional development opportunities, paid vacation and sick leave and more.
